Exactly who the Los Angeles district covers
Jurisdiction follows where you legally reside, not which centre is easier to reach. A file lodged at the wrong centre is rejected, not forwarded, and you lose the appointment slot as well as the trip. Because California is split between two consulates, the county list matters more here than the state list.

How booking actually works at Los Angeles
The centre moved on 3 March 2025
BLS Los Angeles relocated to 5455 Wilshire Blvd, Suite 1011. Directions, older guides and map listings still point at the previous address. Check the suite number before you travel: appointments are not rescheduled for arriving at the wrong building.
Submission opens at 10:00, not 08:30
Los Angeles runs a 10:00-14:00 submission window. San Francisco, New York and Miami open at 08:30. If you have flown in and planned an early slot on the assumption that all BLS centres run the same day, you have planned wrong.
Arrive ten minutes early or lose the slot
BLS states that applicants who arrive late or with an incomplete file must reschedule, and that a new appointment cannot be booked until two days after a cancellation or no-show. A missed slot costs closer to a week than an hour.
What Los Angeles asks for that other Spanish consulates do not
Spain does not run one national checklist the way Portugal does through VFS Global. Each consulate publishes its own, and the differences are not cosmetic. These are the items on the Los Angeles non-lucrative checklist that a generic Spain guide will not prepare you for.
No US loans or mortgages
The Consulate General of Spain in Los Angeles publishes this on its own non-working residence visa page: residency applicants cannot have or leave loans or mortgages in the United States when applying for residency in Spain. No other US Spanish consulate states this. It is the single most consequential difference in the American consular network and it is not a formality: it goes to whether your financial means are genuinely free to support you in Spain.
A signed statement of why you want to live in Spain
Los Angeles asks for a written, signed statement from the applicant explaining the reason for wanting to reside in Spain. San Francisco's published checklist does not ask for one.
Proof of where you will live
Los Angeles asks for a lease of at least three months signed by both parties, or a property deed or Nota Simple. San Francisco's checklist does not list a housing document at all.
Three years of IRS returns if you are not retired
Working-age applicants file the last three years of tax returns plus a notarised Spanish-language undertaking not to work, including remotely. Retirees file pension documentation instead.
Bank statements with the December 31 balance
Statements must carry your full name and address, full account identification, monthly opening and closing balances, the balance as of 31 December of the previous year, and an average balance certificate. A screenshot of an app will not clear this.

Published on 2026-09-18. None of these fees is refunded if the visa is refused. They do not include the apostille, sworn translation, medical certificate or insurance costs, which are usually the larger half of the bill.
Rules that apply at every US BLS centre
USPS money orders are no longer accepted
BLS published a notice withdrawing acceptance of USPS-issued money orders. Payments sent that way are returned and the application is delayed. Several consulate checklists still say 'money order' without this carve-out, so read the notice on usa.blsspainvisa.com before you buy one.
Appointments are only real if they came from BLS
BLS warns that third parties resell Spain appointments. Every appointment must be booked on the BLS International website. A slot bought from a reseller is not a slot.
RD 1155/2024 changed the paperwork on 20 May 2025
The reform of the Reglamento de Extranjeria tightened documentation for student and non-lucrative files. Checklists dated before that are unreliable, which is most of what ranks for these searches.
Consular fees and BLS fees are paid differently
The visa fee and the residence permit fee go to the consulate; the BLS service fee goes to BLS and is taken by card. They are not one payment and are not refundable if the visa is refused.
